Many users have reported getting a 'time out' message after tweeting. The message says 'You have exceeded the tweeting time limit'.

Users are also finding it difficult to send direct messages, follow other accounts, and post their content in a short amount of time.

Many users have complained on Twitter that even after refreshing the site, old tweets keep popping up on the screen.
